The terrorist bombings have created fear in our hearts. But it is not fear of death at the hands of rabid thugs, but our own reaction to what is happening — our indifference, reluctance, and inability to feel compassion is what is scary. I have to say that I am not a pessimist, and never was. All my life I, and everyone around me, thought me an optimist. Always and everywhere I used to see only the good. Even where at first glance there was nothing pleasant at all. I only watch nice, pleasant movies. A crime show, which is what it should be called, I only watch on TV. I do not view the death of parents, or severe diseases in children, as punishments, but as an alternative to something worse, something that we cannot mentally grasp at that moment. In short, I live according to two principles: ‘tomorrow will be better than yesterday’ and ‘the morning is wiser than the night before’. But the blasts in the Moscow subway have driven me past that ‘point’. It has become scary. I am scared at my reaction to what is going on.

In any Russian terror act the terrorists and the government are always to blame. Only the public is ever blameless. In this case the terrorists sacrificed themselves, so now the government works around the clock to deal with the aftermath while the public sits on the Internet and discusses it all. The above paragraph, of course, was written to attract an angry reader's attention. So now that you have made it this far, I will try to explain. Around noon on Monday the entire center of Moscow was packed with special vehicles. The wounded had already been transported to hospitals, the dead put into plastic bags, and a pretty little helicopter had already departed from Lubyanka Square. Meanwhile, an interesting topic was raised on LiveJournal. Comments (1) | Views: 4806 | E-mail |

Holy Week has begun. I received a letter from colleagues in Chechnya. They write: «People died. We have always condemned terrorism, it cannot be justified. We express our condolences to the bereaved families of the slain, and all the victims. It is unfortunate that we cannot send these words to them directly.» I can only join this letter. The fact that there is terrorist underground in the country, one which took shape after the second Chechen war, has already been known for some time, two, four, or even eight years ago. There were already blasts in Moscow, and it would have been strange if the war was only ever limited to the Caucasus. Comments (4) | Views: 3764 | E-mail |

Boris Karnaukhov, deputy director of investigations for the prosecutor general's office in the North Caucasus and Southern Russia: «Better to try the rebels, than to destroy them.» During the last general meeting of the Russian FSB, during which the fight against terrorism was discussed, Russian President Dmitry Medvedev stressed that the «criminal acts in Ingushetia, Dagestan and Chechnya demonstrate that terrorism remains the most serious threat to society.» On what is now happening in the troubled republics, «Moscow Komsomolets» talked with the acting vice-chairman of the investigative committee under the Russian prosecutor's general's office, chief of investigations in the North Caucasus and Southern federal districts, Boris Karnaukhov. Boris Mikhailovich (Karnaukhov), all the Caucasus's «problem» republics lie in your area of responsibility, so you know the situation firsthand. Now that they are a separate district, will this affect your work in any way? Comments (1) | Views: 6586 | E-mail |

20 years ago, the Cabinet of Ministers of Great Britain published the Crime Victims Charter, and February 22nd was designated International Support of Crime Victims Day. Today the world has about 200 programs to help the victims of criminal acts. In Russia, according to many lawyers and citizens, the rights of victims of high-profile crimes in recent years not are only NOT protected, but often violated by agents of the state. Most European countries, as well as the United States and Canada, have long recognized that the primary function of the criminal justice system should be to address the queries, and safeguard the interests, of the victim. Russian legislation, and in particular the Code of Criminal Procedure that defines the purpose of criminal proceedings, places primary emphasis on protecting the rights and lawful interests of individuals and organizations affected by crime. Victims of criminal acts in Russia, however, often complain about the lack of support from the government, and believe that their rights are limited as well. ELDERLY PEOPLE WHO SUFFERED FROM THE TERRORIST ATTACK DID NOT EVEN DESERVE A HOT CUP OF TEA In November of 2009, the regional public organization promoting the protection of the rights of victims of the Volga-Don terrorist attack launched a project. Its title: 'Rehabilitating elderly victims of the terrorist attack by bringing them to a joint event in order to share their experiences and enrich their level of culture and spirituality'.
